<jsp:include - Problem bei Java/JSP

Hi,

ich schreibe an einer Webapplikation und nutze dazu Struts. Nun möchte ich auf meiner Hauptseite den Inhalt mittels <jsp:include ca. so einbinden:
<jsp:include page="<%=action%>" flush="true" />
Dabei ist action die URL z.B. headlines.do?topic=1

Leider bekomme ich bis jetzt immer nur folgende 2 Exceptions:
"java.io.IOException: Stream closed" oder
"Cannot forward after response has been committed"

Was kann es hier haben, bzw. was kann ich tun??
