Review @ ExtremeTechUnfortunately, the benefits just don't justify the price hike. Sapphire says the Toxic X1900 XTX should cost about $30 to $40 more than the standard air-cooled card, but the best we could do shopping online was $569. That's less than the $650 those initial Radeon X1900 XTX cards sold for, but it's still $80 more than the $489 we were able to easily locate other standard Radeon X1900 XTX cards for. Nvidia's GeForce 7900 GTX, which offers comparable overall performance, can be found for around that same sub-$500 price.[...]
Maybe the price premium would be worthwhile if the card was super quiet, but we found that it's not really that quiet at all. The water pump and fan unit makes less noise than the fan on a standard reference-design X1900 XTX when it's under load, but not that much less. It's still fairly noisy.
Perhaps if the cooling unit were quieter, or if the X1900 XTX had a little more headroom so that liquid cooling would allow for a greater increase in clock speed (and resulting performance), it would be easier to recommend. The relatively small boost in performance and reduction in noise just isn't enough to justify the price premium.
